Kenda has been with Halifax Water for 17 years and in January 2025 was appointed as the General Manager/CEO.  She is responsible for more than 600 employees who manage water, wastewater, and stormwater services for HALIFAX.  Previously Kenda was the Director of Regulatory Services and throughout her time at Halifax Water, she has been instrumental in leading the utility’s regulatory accountability and planning approvals work, including increased collaboration with the municipality, the development community, and other community partners. 
 
A graduate from Technical University of Nova Scotia (now Dalhousie) University with a degree in Civil Engineering, Kenda has 30 years of municipal engineering, planning and development experience, with firsthand expertise in the challenges of growth, aging infrastructure and regulatory compliance. Previous to Halifax Water, she worked with Halifax Regional Municipality and CBCL Limited Consulting Engineers.
